综合式液压试验台负载传感系统

文章介绍一种能对各类被试液压元件实行液压驱动、液压调速和液压加载的综合式液压试验台。其结构合理、布置紧凑、技术先进、性能可靠。为了节省能源,试验台的液压系统采用负载传感控制。通过计算机数字仿真和台架试验,对试验台负载传感回路的静、动态特性进行了深入分析。仿真和试验结果表明,采用负载传感控制的节能效果显著,能有效地减少液压系统中的热负荷。从而可以大大缩减油箱容积并提高试验质量。所设计的负载传感阀具有满意的工作性能且构造简单,适用于液压试验台及其他液压机械的定量系统。     

Homelessness and social control: a typology

Abstract

The use of ‘social control’ interventions in housing and welfare policy often courts intense controversy, and never more so than when attempts are made to bring about change in the conduct of street homeless people. To date, academic scrutiny has focused on the so-called ‘regulation’ or ‘criminalisation’ of rough sleepers occupying public space, but a range of ‘softer’ control mechanisms are also now in evidence within homelessness support services. This paper explicates the relationship between the distinct forms of social control that have been used in this field – force, coercion, bargaining, influence and tolerance – and compares the perspectives of policy makers, frontline practitioners and homeless people regarding the appropriateness of their deployment in England. It emphasizes that the use of every one of these modes of social control, and indeed the absence of such controls, raises moral and practical dilemmas, the nuance of which is often unacknowledged in academic accounts.     

论开发控制体系中的规划自由裁量权

长期以来,我国规划管理领域的自由裁量权过大,对社会经济的发展造成了不良影响。本文借鉴西方国家开发控制体系的经验,分析了我国规划管理自由裁量权的现状及存在问题,并就规划界目前提出的将规划成果法定化和引进公众参与来制约自由裁量权的做法进行了讨论。最后,指出根据我国现阶段的社会政治经济现状,实行"程序法定化"和建立"自由裁量权的经济制约机制"比形式上的规划成果法定化和公众参与可以更为有效地监督和制约规划管理的自由裁量权。

研究了工程造价管理机构在推行清单计价中应发挥的作用，从清单计价和定额计价的概念入手，指出了二者的区别，对工程造价管理机构在推行清单计价过程中存在的一些问题进行了分析，并提供了解决办法。     

大跨度斜拉桥施工过程中的主梁节段自重识别

在大跨度斜拉桥的悬臂施工过程中 ,主梁节段自重的准确识别是保证斜拉桥结构成功修建的基础工作。本文研究从实际施工的角度出发 ,引入施工相关性的考虑 ,结合系统重构 ,建立了一套具一般意义的针对主梁节段自重参数识别问题的递进识别算法。崖门大桥的实桥计算表明 ,通过考虑实际施工中的相关信息 ,该算法不仅能对主梁节段自重进行有效的识别 ,还具有良好的预测功能 ,可对大跨度斜拉桥施工过程中的模拟计算和控制调整进行指导     

工程施工组织设计的编制及其控制作用

笔者任职以来一直主持企业技术管理的全面工作, 对工程项目施工组织设计文件接触较多。本文介绍笔者在组织编制、审查、批准工程施工组织设计工作中对施工组织设计的一般内容, 编制要点, 常见通病的预防措施, 在工程施工现场中的管理方法, 以及充分发挥工程组织设计在工程施工现场中控制作用的一些体会。本文所叙述的对象是已中标施工的工程, 对工程投标的施工组织设计可根据《建设工程项目管理规范》中项目管理规划大纲和招标的要求编制。     

SOLVING AN URBAN RIVER EROSION PROBLEM ON THE TILMORE BROOK, HAMPSHIRE (UK)

The Tlimore Brook, In Hampshire, typifies the Impact of new housing development that has taken place In phases over the past 20 years or so, on a river corridor. However, the issue is not one of flooding, because the channel itself had been straightened and deepened in historical times and had been adjusted further by down-cutting; thereby forming an over-large channel sufficient to contain flood flows. Perhaps rarely for lowland Britain, the key problem was that of erosion, threatening adjacent properties. This paper describes the nature of the erosion problem and the subsequent geomorphological design to mitigate it. A key unique feature of this project was the extent of backfilling required, over the entire length, to raise the over-deep channel bed. The project was constructed in 2003.     

Development of a New Water Supply for Fort William

The development of a new water supply source for the Fort William/Corpach and Caol area in the West Highlands of Scotland is described with particular reference to the hydrological and groundwater investigations. Attention is given to a study to reduce the level of leakage and to the analysis of improvements in water quality between well and direct river abstraction. The effect on fisheries in the River Lochy is described, and a preliminary design identified for the recommended scheme.     

Trade Effluent Control: Prospects for the 1990s

The proposed privatization of the ten regional water authorities together with the accompanying reorganization of water pollution control responsibilities between the new National Rivers Authority and Her Majesty's Pollution Inspectorate, as well as the ever tightening environmental standards for the aquatic environment emanating from Brussels and from general environmental pressures, means that dischargers of industrial effluents can expect major changes both in the cost of disposing of their effluents and in terms of the legislative controls which will restrict their content.
The paper examines the various factors which will influence the management of trade effluents in the 1990s and endeavours to give some indication of what the future holds both in terms of disposal costs and environmental regulation from the point of view of the discharger.
